Before PLB: Complexity and Cash Flow

Before the existence of the Bonded Logistics Center (PLB), we and many other industry players faced various challenges in logistics management, especially for imported goods. The process we underwent was extremely strict and inflexible for cargo owners at the time. Upon a ship's arrival at the port, there was no choice but to immediately remove the goods while paying import duties and taxes. This situation created significant cashflow pressure for cargo owners.

After PLB: Flexible Solutions for Modern Industry

A significant transformation occurred when the government initiated the Bonded Logistics Center (PLB) concept.Since then, importers began experiencing major changes. With the Bonded Logistics Center (PLB) facility, cargo owners can postpone paying import duties and taxes until the goods are actually needed for production or distribution.

The main advantage of this system is its remarkable flexibility. Cargo owners are no longer trapped under pressure, as liquid chemical goods are imported via ship and arrive at PT. Dover Chemical's jetty. After initial customs administration is completed, they're stored in PT. Dover Chemical's Storage tanks with Bonded Logistics Center (PLB) status. At this stage, cargo owners don't yet need to pay import duties and taxes, as the goods still hold PLB status. Goods can be stored as long as needed. Cargo owners only pay duties and taxes when the goods will be used or sold. When buyers emerge, owners submit goods release requests. After duties/taxes are settled and customs clearance completed, goods can be released from Storage Tanks and shipped to owners. The result: improved efficiency and better control over both quality and distribution timing.

To this day, several companies continue maximizing benefits from the Bonded Logistics Center (PLB) to support their logistics needs. We also see how this system creates significant opportunities for industry players across sectors, from manufacturing to chemical industries, helping them develop greater competitive edge since tax costs don't accumulate upfront.
